Shyam Benegal’s “Welcome to Sajjanpur” comes at a time when various characters from “Sajjanpur” are dancing on our heads. Even in these magical times when I-phone and G-talk do the work of flying carpets and ‘kabootar ja ja ja’; the film “Welcome to Sajjanpur” testifies how letters written on 25paise postcards can become the thread that unravel and lay bare the skeleton of Indian democracy. This story of a village panchayat election reflects how criminal manipulations to the constitutional election process create an almost ‘absurd theatre’ out of a democratic political structure. India’s democracy- an ocean where the ‘small fish’ (small fry?) hide themselves and their offspring not only for protection but for survival; while the ‘big fish’ dive in and out on the waves. In an era of ‘big city’ films “Sajjanpur” places us on the expressway and points down that track, it places us on the main road and points into those ignored galis (that continue damnit! to persist despite every effort of big builders and their bigger NRI dream projects for our cities)… it takes us into the world where our ‘system’ is pimped for the benefit of a few. The catfight among the elite over governmental benefits, the conveniences of modern life, nationalised natural resources… (the list goes on) resembles an air battle between birds of prey over a dead rat. Smaller birds that cannot match the iron wings of eagles dare not raise their eyes towards the eagles flight, let alone attempt obtaining a piece of meat. These small birds that leave their straw nests with the first ray of the sun, return only at sundown with food and fibre for their young. Busy in their daily routine, watching the chirping of their babies, ever alert to the omnipresent possibility of danger lurking around- the fear that the acrobatic eagles may strike any moment destroying that half made nest. “Sajjanpur” points to this very life of the small birds warning us that all is not right.
The soul of the film are two songs, that rise above music and lyrics and tell an unfortunate but uncontestable truth. The song “Aadmi aazaad hai” tries to trace the relevance of “freedom” in our country whereas the song “munni ki baari” is a tale of vulnerable democracy.The song “aadmi azaad hai” is a very simple song but it’s canvas is large. It creates a sensation among our inactive heart tissues. Unfotunately when “welcome to sajjanpur” was making the urban audiences of multiplexes laugh, the whole country was in grip of bomb blasts in response of which Police was following the streets of false stories to paint the white walls grey. In another part of this ignited nation a company becomes so stubborn to sell its cars to the Indian middle class that it did not hesitate to fetch the lands of poor people . The greed of a “C” grade job makes these people to transform from farmers to workers…shifting from ploughs to nut volts.
When “Munnibai” was contesting elections against the local goon “yashpal sharma” in the same time a man comes from a hardcore political family of Mumbai and warns the outsiders to move out of Maharashtra. The best possible authority Indian constitution gives at least the “right of life” to a common man which is reffered as “Azadi” but before this he could take his stamp papers of his own life he/she gets killed in a bomb blast. The other man who has just started to read the photo copy of this paper stamp he is alleged as a terrorist who has done the job.
A small town of “Azamgarh”which was full of life, poetry, literature and culture suddenly named as “Atankgarh” and neither of them has given enough time to ask for their fault. In contrast they are tortured heavily till they accepts their crime. This third degree makes them to accept their crime. Now the question arises that if they don’t have any rights to ask for their crime then why there lies a drama of “freedom”. Two alleged terrorist of UP court blasts case has been freed from the blame of “traitor”. Each and every proof which is submitted by police to the court regarding the bomb blasts happened over the period of last year are either the “self confession” of the so called terrorists or on the basis of proofs like buckets, mugs iron rods etc. Police don’t have any solid evidence against these “alleged terrorists” but a common man connects these blasts to a particular community at an obvious level.
A common man does this because just after the blast Police and media does the same job to point their fingers towards that particular community. Police confidently reacts that they have enough evidence to catch the culprits. Then the question arises that if they have enough evidences just after the blast then why they had not just before the blast. We all know this is one of the readymade statements prepared already by our intelligence officers. Why don’t a common man questions these fat salaried officers about their responsibilities in spite of abusing a particular community? Why a common man doesn’t asks that why these blasts always happens when the elections are nearby? Why a new organisation forms every year with a new identity and a new name? Why police recovers wigs, duplicate moustaches and beard, burqas from any bomb manufacturing place? The common man doesn’t think so much because he is not free enough to think over it. He is trapped over media reports. He is governed by police bytes and these two works under the instructions of political stalwarts who knows that the larger the gap within the societies is greater the chances of making their vote banks with a simple formulae “first give the wounds and then the ointment”.
How could a man dare to say that people from hindi region doesn’t have rights to reside in Maharashtra. A man who speaks national language of a free nation cannot live in a particular place of that nation .I think this is the most ridiculous situation of any country.
If He cannot do his business there, He cannot study there, He cannot take up a job there then the question arises that why are we celebrating the golden jubilee of our independence? A man does whatever he wishes and the whole nation looks at him helplessly. A man comes on a chariot and a structure demolishes. He emphasises that there was a “Ram’s birth place” and starts play with hindu emotions. They makes a promise that as soon as they climb the throne they will start to built the temple. They win election, comes in power and rules for more than five years but the temple is never built then what happened to the money ( in Crores) which has been collected throughout the country in the name of temple. The another most debatable episode comes from Kashmir- Amarnath land issue. As far as I know Amarnath has been started by a muslim and this holy place had never an issue with hindu or muslims but since the elections are coming in Kashmir and the valley was in peace as compare to it’s early disturbing days, this issue is created. Someone from Jama Masjid regularly conveys a message to Muslims that you are always a muslim. The responsibility for murder of a priest in Kandhmal is taken by Maoists but it is not acceptable to some hindu organisations but if the same responsibility would have been taken up by any muslim organisation then they would have readily accepted it. why ? why the hindu organisations are playing this double game. They know that they cannot do any damage to Maoists but can do to the muslims.
The overall concept of politics in India is that you could be hindu, you could be muslim, you could be Christian, you could be dalit, you could be marathi, you could be bihari but you are never a human, you are never an Indian. So the song “munni ki baari” exists in our system.

ki aayi ab munni ki baari.
So what does “Azaadi (freedom)” means? does this means that anyone is free to do bomb blast anywhere? Does this means that police is free to arrest anyone? police is free to name a town or an university as a place of terrorists? Anybody can kill any other person simply because he is from other community. Someone is free to deliver dangerous speeches of hatred for outsiders of a state? If this is the concept of “freedom” in our times then it’s obviously a dangerous time to live. So “welcome to sajjanpur becomes an important film of our times”….just like “janzeer” which gave us the picture of “angry young man” which says “jab tak baithne ko na kahaa jaaye khade raho….ye police station hai tumhare baap ka ghar nahi” and now this is India…it’s very much like “sajjanpur” which is not your father’s home. Anyone is free to do anything here and so “aadmi azaad hai”

We have RAMSINGHS, shown in that small village Sajjanpur in WTS, all over the country who want to keep hold over political scenario of the nation and many of them have been quite successful also.
WTS shows indirectly that voting is the power that rests in the hands of common people and only this single thing can change in and out of political scene of the country.
All parties are corrupt and there is not a single party in India which is not involved in corruption so that rules out any preference on the basis of corruption. Voters have to decide if corruption is stopping the growth of nation or its communal violence which is making day to day life so hard for a common man.
Killing is a chain reaction and it will never stop if communal politicians and communal groups are given power by common people.
Corruption can be stopped or atleast reduced.
Corruption is in last keeps its basis in an individual but communal approach affects the masses and it affects the psyche of groups of people and hence more dangerous.
Last 61 years have shown that communal and communist groups dont believe in democracy for all and they dont care for others when they get power they try to be in power by any means. Corrupt people may be exposed by sting operations etc and individually they are finished. Corruption may not be finished but corrupt politician is finished as soon as he is exposed but communal politician and communalism are not finished because its quite complex equation for masses to understand. Its quite difficult to expose fascist powers. Often fascist powers try to hide behind development for a local group of people and these local people are the voters and give them power. So a delhi based group can not decide political fate of a fascist politician contesting election in Maharashtra or west Bengal. This responsibility comes on the shoulders of local people and if they have fear of outsiders then what happens has been seen all over the world from Germany to Israel to Nepal to India. Whole world suffers from this syndrom and conflict between local and outsiders.

In India’s case this is another problem that people object wrong doings only when they are living and working in different state but they dont oppose same wrong doings done by their state walla politicians in their home state and there they give vote on the basis of local benefits which often goes against the vision of a single nation.
Unless young people, who now form the largest population among voters remove this biased regional and political behaviour, this stinking scene is going to stay for a bit longer period.
Moreover this tendency which we are witnessing now works like Bhasmasur. Hitler was burnt in this fashion and all other dictators have harmed their societies and then coming generation suffer from this bigotry and same will be repeated again.
One may get temporary beenfits but survival for long on this hateful politics is not possible. It has its own back reaction and nothing and nobody can escape from this counter reaction. Somewhere narrow approach hinders the path to get big goals.
It has happened and it will happen again.
RK sahab…could not write earlier coz i was not fine…the communal feeling comes from hatred mentality..the recent blasts have showed that our intelligence has failed at every aspect and the police which was meant for the service of people has become dictator over the years …now terrorism has become hot cake all of a sudden and everyone from state police to intelligence doesn’t want to share the credit of catching a culprit with anyone…this desparation leads to some wrong arrests and a wrong message prevails in the society..then the youth of this country is brainwashed in the name of his community which results to a communal violence..so there is a need of a central authority to check out this game which is played by security agencies..coz this social conflict has a connection with the political scenario in the state…
The other type of corruption u r talking about comes from the beauracracy. Beauracrats are always in win win situation be it a case of flood victim or any genocide..their versions always remains same..they are not just a kathputli..they know very well that the political leaders are there for a short tennure but they are forever..they are the decision makers and in fact very much responsible for the corruption lying in the country..We can conclude it from the case of Bihar flood scam in which Time magazine’s super hero and DM of Patna Rajiv Goswami is arrested for this scam…so the whole system has been collapsed..
The hope (young people) u r banking on are actually the problem…they are not getting clear picture of any incident. Thanks to the enormous news channels floating around our bedrooms…the state on the other habd never wants that u should know the truth…coz it’s very grey…if u want to follow the truth then u r a danger man in the view of state…the only option is that people now should read between the lines..and makes it a practice..and this should come irrespective of class and caste…the people should be more politically aware…

Even big wars have not been able to kill the human spirit and same will happen again. In worst case millions will be killed in wars or clashes but something significant will remain to survive and take humanity ahead.

India is free country, anyone can live anywhere. Alright, but India is big country, why does everyone want to live in a single state.

anyways, thing is division is made basis of languages as
group a: hindi speaking states
group b: gujrat, punjab, maharashtra n bengal(i think)
group c: southern and NE states
now in 80s, some babu made a rule subtly that group a person can apply for posts in group b and group c states and appear exam in hindi. This is still fine. but rule also states that ‘advertisement of these exams to be made ONLY in group A states’ while most of locals do not even know when such exam is held.
shivsena had been fighting this clause for years and even i rmmbr last year it was a big news. still this continued this year.
although exact details i cannot confirm as well, since this i got from a marathi circuit mail and newspapers.

You are right! It is indeed a complex situation which you are looking at very simplistically, with lots of miss information and a little bit of middle class bias.
First of all, Bombay was never a ‘Marathi city’. It was a group of islands inhabited by Koli fisher folk and then was gifted to the British by the Portuguese as dowry for a royal marriage alliance. Subsequently the city and its economy was built by the British, Sindhis, Parsis, Gujratis and Marwaris. All ‘Non- Marathi’ speaking communities (‘outsiders’ as they are called today). So in this sense Bombay has always been a migrant city and even the Marathis have migrated to the city and are not ’sons of the soil’.
Labour force in Bombay right from the colonial times grew to be distributed such that Marathi labour used to work in the mills, factories and in positions in government service. The unorganised sector jobs like daily wage labour, small time shopkeepers, street hawkers, drivers- autos/ taxis, helpers in dhabas and small restaurants were never done by Marathis (who traditionally looked down upon such low paying and derogatory jobs. The Marathis who did worked in such jobs were largely the lower castes and Dalits).
These mills and factories had a very strong trade union movement comprising of Marathis, fighting for the rights of Marathi working class. This trade union movement was literally thrown into pieces actively by the Shiv Sena in connivance with the big industrialists. Consequently the mills were shut down and there was large scale unemployment. The responsibility of this unemployment lies with the Government, big Industry and the Shiv Sena and not with the migrant population
The recent debate.
What do the migrant population do?
They ply autos, taxis…sell paanipuri and work as labourers on the construction sites (again brought by agents of local builders from the interiors of U.P and Bihar because they are the cheapest available labour- not very different from the trafficking of women). They are under paid, over worked, live on the streets, sleep on pavements and in slums. The fact is they are the easiest targets for fascist, irrational and fundamentalist forces like Raj Thakeray.
The other fact is that the entire upper class, upper middle class and large parts of the middle class of Bombay is Non Marathi. Why doesn’t Raj Thakeray target them?
How will throwing out poor migrant labour from this city help the so called marathi manoos…will the educated but unemployed Marathis replace them in these low paying, socially derogatory and physically harsh jobs?(Btw after the departure of thousands of Bihari labour from Nasik- the city came to a standstill and all the small and mid level Marathi owned factories were shut down, why didn’t the ‘local population’ fill in these jobs? )
Is this the kind of employment Raj Thakeray is promising the Marathis?
What did the Mr Thakeray do for the Marathi farmers of Vidrabha who are daily committing suicides and surviving on central government relief packages?
Why are his men going on destroying the infrastructure of this city?
Why don’t they repent even when they kill Marathis?
What is his agenda- in concrete terms for the poor Marathi dalits and backward castes?
What is his agenda at all…beyond abusing, lynching and terrorising?
The problem is not with the migrant population who form the back bone of this city but with the lack of proper employment generation in our entire country and – not just Bombay.
Next Time you step into a beautiful mall of Bombay remember it might have been built by the bhaiyas, when you step into your building remember the secutiy wala might be a bhaiya…the dhobi who comes at your doorstep might be a bhaiya…the sabzi wala who brings fresh vegetable might be a bhaiya…the waiters at the bar might be a bhaiya…all they are doing is serving you….don’t throw them out you need them as much as they need you….

from the article, i cannot understand the rationale behind the babus clause. so i am forced to assume that b and c groups can apply only to A group as a reciprocal measure. If thats not the case, then there is no rationale behind this.
if it is so then whats the problem here or rather where is the injustice here? (again here im assuming the this policy is more keeping in with the policies of some of the other governmental departments who makes it mandatory for employees to work in different states and not locally for certain pay scales – like say nationalised bank managers)

Right now, the frogs are the people of a particular place, and Raj Thackeray, KRV, Bajrang Dal are the snakes, they bring in to their wells, i mean cities, hoping to get rid of others, read, migrants, outsiders, minorities. Right now many of the frogs, are happy in their wells in Orkut, hailing the snake as heroes and protectors of their jaat. I guess the day is not far off, when the snakes finding none else, begin to turn upon the frogs.
This is happening in Karnataka, where the KRV has begun to act as a Taliban like organization.
And unlike what people assume, education has nothing to do with it. There is a difference between knowledge and wisdom. Knowledge is knowing something, wisdom lies in proper use of knowledge.
Most of us have the knowledge, but sadly wisdom is what we lack.
If we speak of tolerance, we are asked not to be politically correct.
If we speak of negotiating a solution,we are dubbed as cowards.
Manmohan Singh, has claimed that India loves George Bush. If that is really true, then honestly we should be ashamed. To make a hero of a man, who has single handedly destroyed his nation, its values and the world in 8 years. A man who has made such a mess of America, that it will take some time for that nation to recover.

valid points there and ofcourse Mumbai was never Marathi, atleast not since i was born. but wot about other parts? Pune, for eg, is or supposed to be marathi-cultural capital.. but when i walk into any random shop in Pune, the shopkeeper addresses in Hindi. Now why is that? If you observe the unrest is against UP n Biharis, not Gujratis and Marwaris. Infact Gujratis and Marwaris settling in Maharashtra or any other state for that matter, become part of it. None of them are actually offended or scared by recent MNS controversy. U will find many Northies who been living in Mahrashtra for more than 20-30 years yet refer to Marathis as ‘localites’ and do not even try to converse in local language. Also accuse localites of groupism.
This line was always there and was sparked off with Abu Azmi-Amar Singh comments. Thackrey made merry of it and you should expect that from Thackreys. But he has not manipulated whole campaign.
And lastly, supporting Marathi does not mean supporting Raj Thackrey! i am not MNS activist or advocating his agenda.

I agree with you on the part of outsiders not taking efforts to integrate with local populace, but again that depends on which strata you are.
Basically most of the people belonging to working class( dont like calling em lower class), i think do learn the local language well enough. Not of any love for it, but just to survive. I guess the problem is more pronounced in the upper strata or the white collar working class. Many of them interact with people who are fluent in English or Hindi, and don’t really see the motivation to learn local language.
And the problem with many from the North side, is there in Bangalore too to a large extent.
But trying to say the problem is just against UP-Bihari and so i am safe, is like the attitude adopted by Poles during the Nazi rule. The Poles said, its ok we are not Jews, so the Nazis aint gonna do anything for us. But what happened later, the Nazis totally decimated a majority of the Polish population.
As of today, Raj Thackeray, may have it only against UP-Bihari, but lets say he has finished driving out all the UP-Bihar bhaiyyas from Maharashtra. You think he will sit quite and preach universal brotherhood. All it needs is some kind of border dispute between Gujarat and Maharashtra, to stoke anti-Gujju feeling, and considering most of the Gujjus are the propserous community in Mumbai, i doubt whether Raj then will give consideration to their knowledge of Marathi language.
Or take this, the dispute between Maharashtra and Karnataka over Belgaum is still going on. Today most of the Kannadigas are hailing Raj as a hero( at least in Orkut), but sooner or later Raj wont have any compunctions starting an anti Kannadiga movement, stating that they are monopolizing the hotelier trade.
Ok lemme correct above statement, some of the Kannadigas are hailing Raj as a hero, and wishing some one like him were there in Karnataka to teach a lesson to outsiders.

well it is simple…Biharis are easy targets because they are mostly poor…as opposed to the Marwaris and Gujratis who form the business class of Bombay….and what is this obsession with language? If you believe in a nation then why don’t you believe in the national language? Why don’t you expect the Gujratis and the Marwaris to learn the Marathi language and abide by the Marathi culture? There are Gujrati societies in Bombay that do not allow ‘others’ to either buy or rent these apartments…not even the Marathis…why doesn’t Mr Thakrey do something about it? What is happening is selective targeting with a parochial political agenda…an agenda of hatred…the senior Thakrey started by saying that the south Indians are the enemy…then he said the Biharis are the enemy…and what exactly did he do for the Marathis when he was in power?
why would I expect a Marathi to learn Punjabi if he is working in Punjab…or why would I even expect a south Indian to speak in Hindi…we live in a democratic country….in a diverse society…why do you want to homogenise Bombay? Would you like to eat only Marathi food whenever you step out of your house? Would u like to listen to only Marathi(language) in and outside your house? I understand the insecurities of the local people but the solution is not violence…not homogenisation….and above all even if the all the people start speaking in Marathi the problem of unemployment will still remain the same….

i was gonna write exactly those things..
the thing is that the rich are always welcome but the poor aren’t….
living in mumbai since my birth i can atleast vouch for this that no other community adjusts so much to the local mileu as much as the north indians do…..ofcourse there may be many that do not become homogenous or to be specific speak marathi. But i feel the reason for this maybe that they communicate in hindi which is well understood in maharashtra.
the fact is there exists a prejudice against north indians amongst the marathi community. Raj thackerey is spreading misinformation and converting that prejudice into outright hatred…which is abolutely disgusting….
And what is more disgusting, is that there are people who think he is a hero.
I wonder what all the people, who are claiming to be Raj to be a hero, would feel like, when the KKK or Whitestorm in US decides that those “Bloody smelly Indians” are polluting the White culture, and so should be kicked out of US.
Or some of the Neo Nazi skinheads in Germany, decide one fine day, that Indians are stealing jobs from Germans, and so lets get together and kick out all from Germany.
as u mentioned ratnakar …….about the people who are hailing Raj as a hero…..most of them forget buying would not even listen to the argument……forget non marathis…even if a marathi tries to bring sanity in the debate ..he is branded as lalu’s najayaz aulad..
the sad part is that u have such people all around the country……irrespective of their state of domicile or caste..
manyof them literate but i wouldnt call them educated….

It makes me sick to think, that Maharasthra, which once boasted of giants like Bal Gangadhar Tilak, Eknath, Tukaram, Shivaji, Gopal Krishna Gokhale, Jyotiba Phule, M.T.Ranade, Ambedkar, Anna Hazare should now have a hero like Raj Thackeray.
